78 Higher Education Bonds -- WINS Authorizes $600 million in bonds for construction at UC and state colleges. 79 School Bonds -- WINS Authorizes $800 million in bonds for construction at high schools and elementary schools. 80 Prison Bonds -- WINS Authorizes $817-million bond issue for adult and juvenile prison facilities. 81 Drinking Water Bonds -- WINS Authorizes $75 million in bonds for loans and grants to water agencies to improve water quality. 82 Water Bonds -- WINS Authorizes $60 million in bonds for water projects, conservation programs and underground reservoirs. 83 Water Pollution Bonds -- WINS A $65-million bond issue for water pollution control and water reclamation projects. 84 Housing and Homeless Bond Act -- WINS Authorizes $300 million in bonds for emergency housing for homeless; new and rehabilitated low-cost rental housing, assistance for first-time home buyers. 85 Library Construction -- WINS Authorizes $75 million in bonds for libraries. 86 County Jail Bonds -- WINS Authorizes $500 million in bonds for county adult and juvenile jail facilities. 87 Property Tax, Redevelopment -- WINS Provides that revenues from voter-approved property tax increases go to cities, counties or school districts that levy the rate increase, not to redevelopment agencies. 88 Deposit of Public Money -- WINS Authorizes deposit of public funds in industrial loan companies. 89 Parole Review -- WINS Amends Constitution to allow the governor to affirm, modify or reverse adult and youth parole board decisions on releasing murderers. 90 Property Tax, Older Taxpayers -- WINS Allows people 55 years of age or older to transfer assessed value of their home if they sell it and move to another county. 91 Justice Courts -- WINS Makes Justice Court actions as binding as those of Municipal Courts. 92 Judicial Performance -- WINS Permits open hearings for judges charged with misconduct involving moral turpitude, dishonesty or corruption. 93 Veterans Tax Exemption -- WINS Remove residency requirement for veterans to qualify for $1,000 property tax exemption. 94 Judges -- WINS Allows judges to teach part time at public universities. 95 Hunger and Homelessness Funding Initiative -- LOSES Creates agency to raise $50 million annually for food, shelter and job training programs through new fines on health, safety violations. 96 Tests for AIDS -- WINS Allows victims of sex crimes and peace officers who were assaulted to obtain court order requiring testing of suspects for HIV virus. 97 Cal/OSHA -- WINS Compels the governor to restore funds for state’s private sector worker health and safety program. 98 School Funding -- WINS Establishes minimum level of funds for public schools and community colleges. 99 Tobacco Tax Increase -- WINS Increases state cigarette tax to 35 cents per pack from 10 cents with comparable increase on products such as chewing tobacco, snuff and pipe tobacco. 102 Change in AIDS Laws -- LOSES Requires authorities to abandon anonymous testing for AIDS. Require doctors and others to report names of those testing positive for HIV antibodies. 105 Disclosures -- WINS Requires additional information for consumers on household toxic products, senior citizen health insurance plans, nursing home health and safety violations.
