Sixteen residents of Yonkers, N.Y., filed a $166-million class-action lawsuit against four City Council members, charging that they damaged the city’s image and financial stability by defying a federal desegregation order that led to huge fines against the city. The suit alleges that the four wasted taxpayers’ money in violation of their oaths of office and state laws governing official conduct. A federal judge found Vice Mayor Henry Spallone, Minority Leader Nicholas Longo and Councilmen Peter Chema and Edward Fagan and the city in contempt and levied heavy fines last summer when the four resisted construction of low-income housing in the city.
