Democratic Party Chairman Paul G. Kirk Jr., who is credited with curbing the role of special-interest groups, strengthening campaign operations and putting the party in its best financial shape ever, said he will not seek reelection to a second term. Although many party leaders had urged him to stay, Kirk is returning to law practice for personal reasons.
