Downey : Decorum Ordinance Passed
The Downey City Council, in a 3-2 vote Tuesday night, gave final approval to an ordinance that strictly curbs conduct during council meetings.
The ordinance prohibits all demonstrations--including cheering, clapping or whistling--and placards in the council chamber, unless permitted by the mayor. Residents addressing the council will still be limited to 5 minutes, unless the time is extended by the mayor. Any member of the audience who ignores an order by the mayor or is violently disruptive during a council meeting will be forcibly removed and barred from future meetings. The ordinance is expected to take effect next month.
