Local News in Brief : San Juan Capistrano : City Places 45-Day Hold on Development

The City Council has placed a 45-day moratorium on new development until the city’s general plan can be changed to comply with the slow-growth measure adopted by voters Nov. 8.

The council voted 4 to 0 Tuesday night to approve the emergency ordinance.

“During that period we’re going to look at ordinances, the general plan and other things that affect development, and bring them into conformance with the initiative,” Councilman Phillip R. Schwartze said.

One San Juan Capistrano developer--Verde San Juan Estates General Partnership--filed suit Nov. 29 seeking to invalidate the initiative. “I think now we will be sued (by other developers), now that the council has taken action,” Schwartze said.
