The central committee of Foreign Minister Shimon Peres’ Labor Party recommended that its leaders negotiate with Prime Minister Yitzhak Shamir on forming a new, broadly based Israeli coalition government. President Chaim Herzog had asked Peres to call the committee meeting to reconsider a vote last week by Labor’s executive bureau to reject similar coalition talks with Shamir. Meanwhile, an Arab youth was shot to death by Israeli soldiers on the West Bank and a curfew was imposed on Israeli-occupied territories the day before the one-year anniversary of the Palestinian uprising.
