Local News in Brief : Santa Ana : County Prepares Answer to Prisoner Allegations
The county counsel’s office is researching a response, requested by the state Supreme Court, to allegations that county prisoners are improperly shackled or restrained in their beds while they are hospitalized.
The allegations were made in a complaint filed by an attorney and inmate, Thomas F. Maniscalco, largely in response to an incident earlier this year in which sheriff’s officials refused to unshackle an inmate who was in a coma for several days before dying of liver cancer.
Deputy County Counsel Ed Duran said the county’s position on the complaint is still being researched. He said the county’s reply will be sent to the Supreme Court by Wednesday.
