Long Beach : Trash Burner Not Accepted
The Long Beach City Council has agreed to a staff recommendation to delay acceptance of a new high-technology trash incinerator on Terminal Island until the builder repairs a list of defects.
As a result, the $105-million Southeast Resource Recovery Facility will operate under ownership of its builder, the Dravo Corp.
The city will begin paying off the bonds issued to finance construction of the waste-to-energy plant, supplemented by a $40,000-a-day penalty paid by Dravo for not completing the job on time. The engineering company will have a year to fix the problems.
The plant is intended to burn an average of 1,170 tons of garbage a day from Long Beach, Signal Hill and Lakewood to produce electricity for sale to Southern California Edison Co. The West Ocean Boulevard facility has the potential to provide power for 45,000 homes.
