Monterrey, Mexico — President Carlos Salinas de Gortari said he has allotted nearly $4.5 million in federal funds for hurricane reconstruction and aid to the poor in his adopted home state of Nuevo Leon. Salinas this week toured areas devastated by Hurricane Gilbert on Sept. 17 in his first official visit as president to Monterrey.
