Lawyers for former White House aide Oliver L. North have issued subpoenas for Secretary of State George P. Shultz and other top State Department officials to testify in the trial arising from the Iran-Contra affair, the State Department said today.

President Reagan and President-elect George Bush have already been served with similar subpoenas. Their aides have indicated that they would refuse to testify on constitutional grounds.

State Department spokeswoman Phyllis Oakley said Shultz would appear if that were deemed necessary “by the parties and the court.” She said other State officials subpoenaed included Elliott Abrams, assistant secretary for inter-American affairs; Michael Armacost, undersecretary for political affairs; Charles Hill, Shultz’s executive assistant, and department legal adviser Abraham Soafer.
