Culver City : Council OKs Apartments

The City Council approved a plan for a 100-unit apartment complex for the elderly after the developer agreed to provide additional parking and to set aside units for low-income tenants.

Goldrich & Kest Industries, which also built a 97-unit complex next to the proposed project at Overland Avenue and Culver Boulevard, agreed to provide 60 parking spaces, rather than 50 as previously planned, and agreed to a fine of $1,000 per day for additional cars parked there in violation of that agreement.

The developer also agreed to set aside 39 of the combined 197-units in the existing building and the new one for low- and moderate-income tenants. The other units will rent at market rate.

The City Council had been discussing the project for several months, and in December deadlocked, 2 to 2, on the matter over questions of parking and the number of low-income units. Councilman Richard M. Alexander was absent.

Alexander on Monday sided with Mayor Paul A. Jacobs and Councilwoman Jozelle Smith to approve the project. Councilmen Steven Gourley and James D. Boulgarides opposed the project, saying it was too large.
