Lewis Lloyd and Mitchell Wiggins, former guards for the Houston Rockets, said they plan to apply for reinstatement to the National Basketball Assn. after a 2-year absence because of drug abuse.

Lloyd and Wiggins become eligible today after having been banned by the league Jan. 13, 1987, when they tested positive for drugs. Both played in the Continental Basketball Assn. during the NBA ban.
