The Costa Mesa City Council is expected to award a bid Monday for a storm drain project on Harbor Boulevard from Wilson to 19th streets. Four of Harbor’s six lanes would be shut down during the project, which has raised protests from local merchants and residents who would like to see the drain pipe be placed elsewhere.
