Defense Secretary-nominee John Tower promised Congress today he can effectively manage and pare back a Pentagon that enjoyed a massive buildup--with Tower’s help--during the Reagan Administration.

President Bush’s most controversial Cabinet nominee told the Senate Armed Services Committee what it wanted to hear at the opening of his confirmation hearing.

Tower pledged his cooperation in scaling back the $315-billion Pentagon budget left from the Reagan Administration and in making weapons purchases more efficient. Tower, a former senator from Texas, is a hawk who chaired the committee in the first four years of the Reagan presidency.
