From Times wire services

President Bush, distancing himself from perceived “sleazy” official conduct in the Reagan era, today set up an eight-member advisory commission to help draft proposed ethics legislation for federal employees.

Bush issued an executive order to create the ethics panel, headed by retired U.S. Judge Malcolm Wilkey and former Atty. Gen. Griffin B. Bell. Bush, who began his first week as chief executive on Monday by lecturing his staff on the need for integrity, scheduled a meeting with Wilkey and Bell to discuss what he wanted the commission to do.
