Westinghouse Electric Corp., Pittsburgh, a major defense contractor, has elected former Defense Secretary Frank C. Carlucci to its board. Carlucci, 58, departed government service with the inauguration of President George Bush and immediately became vice chairman of the Carlyle Group, Washington-based takeover specialists.
