Federal Express said the Transportation Department gave it permission--at least for now--to operate Flying Tiger Line as its subsidiary. The department’s action enables Federal Express to complete its $880-million merger with Tiger International, the parent of Flying Tiger Line. Before the department gives the merger final approval, it could require Federal Express to give up some routes that it shares with Flying Tiger, said Armand Schneider, a Federal Express spokesman.
