POP LP CHART : Record Buyers Turn On to ‘Electric Youth’

America’s teen-queen Debbie Gibson looks as if she is about to be queen of the Billboard pop album chart. Her “Electric Youth” (No. 3) looks like the next No. 1 album, once Bobby Brown’s “Don’t Be Cruel”--on top for six weeks--finally slips. Soul-singing newcomer, Karyn White, is headed for the Top 10. Her album, “Karyn White,” is No. 20 and could make it to the elite circle with a boost from her fast-rising “Superwoman” single. Tone Loc’s racy rap album, “Loc-ed After Dark,” is red-hot--to No. 17 in just three weeks.

* Rod Stewart’s million-selling “Out of Order” album isn’t through yet. After more than 10 months on the pop album chart, it’s on the rise again, thanks hit single, “My Heart Can’t Tell You No.”
