More Jobs in Oakland, Survey Says: the hottest Northern California prospects for spring job hiring are in Oakland, according to Manpower Inc., a temporary service agency. Manpower said its review of 14,000 U.S. employers showed a strong national outlook for job seekers with Oakland scoring highest in a tamer San Francisco Bay Area market covering 17 cities. In Oakland, 32% of employers said they would hire more workers this spring, while 7% thought they would cut back and 61% predicted no growth. That compares to 30% new hiring estimate nationally. One in five employers said they foresaw layoffs, 17% said they would be hiring and 33% predicted no change.
