Martin Martinez Bautista, chief of the Veracruz state judicial police, was shot to death as he was making an arrest in a rural area, the government newspaper El Nacional said Thursday.

The newspaper said Martinez was serving arrest papers early Wednesday on Rosalina Villegas Lara, 63, on charges of murder and cattle rustling, when Villegas and his son opened fire on the police chief, killing him instantly.
