Tishman West Co., headquartered in Los Angeles, has announced two promotions: Karl Schwass, who has moved up to first vice president and director of property management and will oversee the firm’s entire property management portfolio, and William F. Twomey, who will now be in charge of all its business programs as director of property services and business development.

Leslie Coates has joined the staff of T & S Management, a division of T & S Development Inc., as property manager. Both companies are located in Riverside.

Lenders/Investors

William Woolfson of Wilshire Savings and Loan Assn. in West Los Angeles, has been appointed chief loan officer and senior vice president. He will be responsible for loan production and loan service in the single-family, major-home-loans, joint-ventures and secondary-market areas, as well as directing its staff.

Los Angeles-based Shidler Group has named David Chapman vice president. The company focuses on long-term investment through the acquisition of office buildings.

Developers

The position of chief operating officer at Birtcher in Laguna Niguel has been given to Richard A. Seltzer. He will also serve as chairman of the operations committee on the firm’s board of directors and will be a participant on its new-projects management committee. In addition, Seltzer will review divisional activities and monitor financial controls and systems for Birtcher.

Two announcements have come from the West Los Angeles-based Oak Ridge Development Co.: Gerry Sarkisian has been promoted to vice president and general manager of its West Coast operations, overseeing the company’s real estate sales and investment operations, and Patricia Sanfilippo has joined the staff as property manager and will be in charge of Oak Ridge’s retail centers.

Chuck Wright has been promoted to vice president of finance at Bentall Development Co. Wright will provide direction in finance, accounting and management information systems. He also prepares Bentall Development Co.’s strategic plan and annual operating plan. Bentall plans, develops and manages commercial, retail and industrial properties throughout Southern California.

Corey A. Seale has joined Dunphy Construction Co. as vice president of finance. Dunphy Construction handles a wide range of commercial, industrial and institution projects in the Southland from its offices in San Diego.

Joe DeComa has been named to the position of director of land acquisition for Buie Corp. at its Laguna Niguel office. His responsibilities will include locating and analyzing land acquisition for new projects, developing joint-venture proposals and overseeing placement of financing.

Calprop Corp. in West Los Angeles has made Ed Miller its project manager. He will continue working on four new developments that include areas of Canyon Country and Quartz Hill in the Antelope Valley, as well as being responsible for the company’s project management and purchasing for its Southern California division.

Century American Properties has created the position of project manager at its Laguna Hills office. It will be filled by Michael Valentine, who will be responsible for the firm’s new Inland Empire multifamily neighborhood project, Rancho Las Brisas Apartments.

ACCOLADES: The National Conference of Christians and Jews will present its Humanitarian Award to three real estate and construction executives. They are: Joseph C. Dunn, senior co-managing partner of Charles Dunn Co. of Los Angeles; Herbert N. Nadel, president and chief executive officer of the Nadel Partnership Inc. of Los Angeles, and Jim Williams, president and founder of Cannon Constructors Inc. of Culver City.

Planners

After 30 years of service for the city, Frank Kroeger, general manager of the Department of Building and Safety for the City of Los Angeles, has announced his retirement to be effective as of May 8. Kroeger has been directing the operations of the department since May, 1984.

The Hollywood Action Forum has elected its 1989 board of directors and officers. The organization was formed in 1987 with the purpose of helping build a better Hollywood. New officers are: Marshall Caskey, president; Carol Metour, vice president; William Menton, treasurer, and Julie Parr, secretary.

David Iwata, director of marketing for the Warner Center Marriott Hotel, has been named first vice president of the Technology Corridor Assn. and will chair its newly formed Technology Corridor 100 Committee, whose focus has been to attract clean-air companies to the area along the Ventura Freeway from Woodland Hills to Newbury Park.

ACCOLADES: The City of Hope has honored Joe Martin, president of Martin Advertising Inc. by establishing a cancer research fellowship in his name.

Brokers

Faulkner Co. has brought in Robert Gene Caudill, Jr. to its downtown Los Angeles office as vice president. In this position he will represent all landlord and tenant leaseholdings for the firm. He was previously a vice president with Los Angeles Realty Service Inc.

Andrew M. Johnson was incorrectly listed in our March 26 edition under Property Managers. Johnson is a leasing agent with Spencer-Scott Real Estate Group in Los Angeles.

Architects

Charles Silverman has been elected vice president of the design consulting firm of Daniel, Mann, Johnson & Mendenhall, which is headquartered in Los Angeles. Silverman will continue as director of the firm’s criminal justice corporate programs, both nationally and overseas.

The Newport Beach-based firm of Knitter & Associates has appointed Cathy Marion director of marketing. Her responsibilities will cover new business developments, contract administration, public relations and special events.
