Mine Reclamation Corp., Los Angeles, has named Robert H. Collins III to the newly created position of president and chief executive. Collins, 53, previously was president of Collins Investments Inc., a Los Angeles management consulting firm. In addition, Gary E. Kovall has been named senior vice president and general counsel.
