Santa Monica : Building Limits Studied

The City Council has directed the city attorney to draw up an emergency ordinance for a 45-day moratorium on building permits in the area encompassed by Ocean Avenue, 14th Street, Montana Avenue and Wilshire Boulevard.

Councilman David Finkel proposed the ordinance on behalf of a neighborhood group called North of Wilshire Residents. Group members say there has been an increased concentration of construction in their neighborhood, and they want to have their area rezoned to limit future construction.

If passed, the emergency ordinance will temporarily prohibit new development on residential parcels and will include a proposal to study the possibility of changing the area’s zone designation. Low- and moderate-income housing would be exempt from the moratorium, as would single-family homes and the rehabilitation of existing units.

City Atty. Robert M. Myers said his staff will prepare the ordinance for consideration at the council’s May 9 meeting, when the public will also have a chance to speak. The meeting will begin at 7:30 p.m.
