Deukmejian Names Superior Court Judges
Gov. George Deukmejian has appointed two San Fernando Valley men as Los Angeles County Superior Court judges.
Beuford H. Phelps of Tarzana and Stephen E. O’Neil of Westlake Village replace retiring judges Albert Matthews and Thomas T. Johnson.
Phelps, 63, who received his juris doctorate from Southwestern University in 1961, has been a county Municipal Court judge since 1986. He served as a Los Angeles police officer from 1948 to 1968, then opened a law practice in Sherman Oaks.
O’Neil, 44, who received his law degree from Indiana University in 1969, also has been a county Municipal Court judge since 1986. Before that, he served as an attorney for the Navy for seven years, as an assistant United States attorney for six years and as the vice president and senior counsel for Lloyd’s Bank of California for two years.
