Gorbachev Bests Kohl in West German Poll

HAMBURG, West Germany — Soviet President Mikhail S. Gorbachev is the most popular foreign leader to West Germans and rates much higher than Chancellor Helmut Kohl, according to poll results released Saturday. Der Spiegel newsmagazine, which conducted the poll, said the only West German politician more popular than Gorbachev is President Richard von Weizsaecker.
