Grand Jury Faults Development Board

The West Covina Redevelopment Agency is loosely managed and has cost the city potential revenues in its dealings with developers, according to a recent Los Angeles County grand jury report.

The grand jury concluded that the agency has not performed up to its potential because it lacks procedures for economic studies and staff members with the necessary expertise. The agency also lacks guidelines for the examination, selection and review of developers for major projects, according to the report.

West Covina officials, who dispute most of the major criticisms, said they will respond by Sept. 1.
