Apartment House Owners Charged
Charges have been filed against the owners of a Hollywood apartment house where inspectors found a variety of slum conditions, including some described by prosecutors as life-threatening.
Named defendants in the 35-count misdemeanor complaint were Hollywood Terrace Investments, the corporate owner of the property, and the three men who own that company, Charles A. Folcke, 44, of Irvine; Stephen C. Henry, 47, of Santa Monica; and his twin brother, Richard C. Henry, 47, of Los Altos.
Slum conditions at the property, a 52-unit apartment complex at 1921 N. Highland Ave., include alleged fire code violations such as defective and missing fire doors, missing and broken smoke detectors and defective fire hoses.
City Atty. James K. Hahn described those as “potentially life-threatening . . . because of the threat they pose to the safety of tenants in the event of a fire.”
Other alleged problems at the building include accumulations of trash, plaster missing from ceilings, broken windows, holes in floors, blocked drains and cockroaches. Arraignment is scheduled in Municipal Court for July 27.
