Hughes Gets Some Help: U.S. Trade Representative Carla A. Hills has taken the unusual step of writing to the Brazilian government to support an American bid for a crucial $150-million communications satellite contract. U.S. Embassy officials in Brasilia confirmed that the letter had been sent at the request of Hughes Aircraft, the Los Angeles-based satellite maker and General Motors subsidiary. Hughes is locked in competition with a consortium led by Spar of Canada and Matra of France to build two satellites under the Brasilsat-2 program.
