Former Prime Minister Giulio Andreotti stepped forward again to form Italy’s 49th postwar government, ending a nine-week political crisis marked by bitter feuding among the nation’s parties. The 70-year-old Andreotti, a member of the center-right Christian Democrats, who will become prime minister for the sixth time, called on President Francesco Cossiga at the Quirinale Palace and presented him with a list of ministers. Cossiga is expected to swear in the new Cabinet this morning. Andreotti’s government is made up of a broad coalition of the five parties that have governed together for most of the 1980s. He said his government will concentrate on preparing Italy for 1992, when the European Community is to drop trade barriers.
