From Times wire services

An American Airlines DC-9 with 27 people aboard made an emergency landing early today with no traffic controllers in the airport tower and with its primary electrical system down. No one was injured.

It was the second jetliner forced to make an emergency landing in Iowa in less than a week.

The pilot switched to his backup electrical system and the jetliner, en route from Chicago to Portland, Ore., landed safely, an American spokesman said.

The plane, Flight 639, landed just after midnight, said Hagan Gibbs, area supervisor for the Waterloo tower. Hagan said the Waterloo tower is staffed only until 11 p.m. and no air traffic controllers were on duty at the time of the landing. He said regional controllers handled the emergency landing.
