When President Bush learned of the hanging of Higgins, he said that he would return to Washington and “figure out what to do.”
Does he have a contingency plan of action when U.S. citizens are murdered by terrorists? When are we going to start acting like a world power? How many Soviet citizens are kidnaped and murdered by terrorists?
