The legislature in the Soviet republic of Estonia passed strict residency requirements for voters and candidates for government posts, a move angering the republic’s Russian population and threatening to set off strikes in the region. The legislation, unique in the Soviet Union, set a minimum residency requirement of two years to qualify to vote in regional elections and five years to qualify for office.
