Haiti Leader May Allow National Elections in ’90
Four Caribbean foreign ministers who met with Gen. Prosper Avril said Friday that Haiti’s military ruler may agree to hold national elections in November, 1990.
The ministers, who were sent to Haiti by the 13-member Caribbean Community to push for a transition to democracy, said their talks with Avril and other government officials led them to believe a timetable for elections was under consideration.
Richard Melton, U.S. deputy assistant secretary of state for the Caribbean, met separately with Avril and other Haitian leaders Thursday and Friday and said he was pleased with recent social and political reforms in Haiti.
“We are very encouraged by the steps taken thus far and hope that the elections will be scheduled in the near future,” Melton said in a statement.
The Caribbean delegation said Avril made no promises about the timing of elections.
