Tropical Storm Weakens

MIAMI —
Tropical Storm Felix weakened to 40-m.p.h. winds on Tuesday as it drifted west-northwest in the eastern Atlantic, officials at the National Hurricane Center said. If its circulating winds fall below 39 m.p.h., it will no longer be a tropical storm.
