The Local Agency Formation Commission will hold a vote Wednesday on a proposal to increase representation of special districts by adding two more voting members to its board. The existing county LAFCO, which rules on annexations and cityhood, is made up of two county supervisors, representing the county; two city members, representing incorporated urban areas, and one member of the public at large. The two added members would represent independent agencies, such as water and sanitation districts.

LAFCO’s staff has recommended the expansion, and 29 of the 38 independent agencies in the county are strongly pushing for the representation. Since a majority of the agencies in the county petitioned LAFCO for a vote on the issue, the agency is now required to do so under state law.

Twelve of Orange County’s 28 cities have passed resolutions opposing the expansion, according to Robert Aldrich, LAFCO assistant executive officer. They argued it would erode their power on LAFCO.
