Judge Recommends $100-Million Fine: Amoco Corp. should pay about $100 million for damages incurred when its Amoco Cadiz tanker ran aground, spilling 68 million gallons of crude oil off the coast of France in 1978, a judge has decided. The final judgment, which includes interest, was recommended by former U.S. District Judge Frank McGarr, who was appointed special master in the case after retiring from the bench in January, 1988. It must receive final approval by a federal judge. The French government and other plaintiffs had sought more than $1 billion in damages.
