At an unpublicized meeting Wednesday, House Speaker Thomas S. Foley (D-Wash.) and Minority Leader Robert H. Michel (R-Ill.) asked President Bush to publicly support a pay raise this year for all three branches of government.

According to informed sources, the House leaders told the President that without his specific support for the entire package--including a congressional pay increase--the issue is dead. The two House leaders reportedly favor a phased pay increase that could total about 35% for members of Congress, judges and senior officials of the executive branch.
