LOS ALAMITOS : Congestion Plan Support Rejected

Despite a written request from the county Transportation Commission, the City Council Monday night declined to support the commission’s attempt to become the lead agency in coordinating a countywide congestion management plan.

Instead, the council approved a recommendation by the county division of the League of California Cities that a specific agency to develop the plan not be named at this time.

If voters approve a statewide gasoline tax next June to fund transportation improvements, the county would be required to have a congestion management plan in order to receive money from the tax increase, according to City Manager Robert C. Dunek.

While the congestion management plan would focus on transportation problems, it also will affect land-use policies, Dunek said.

“This is why OCTC may not be the proper agency” to oversee the plan’s development, he said. “What the league recommends makes sense.”

The council agreed that taking this action now would put itself in a position to have a stronger say in what goes into the plan.

Traffic congestion has been cited as the city’s primary concern. The council recently approved a growth management element in its general plan that will lead to monitoring neighboring cities’ development and how it affects traffic within Los Alamitos’ borders.
