SAN CLEMENTE : Haggard Is Elected Mayor by Her Peers
Councilwoman Candace Haggard was unanimously elected mayor Wednesday by fellow council members.
Haggard, 38, who is the chief city librarian, succeeds former mayor Brian J. Rice. She was elected to office in November, 1988, and began her term serving as mayor pro tem.
Councilman Scott Diehl was elected mayor pro tem.
The council rotates the job of mayor among its members each year. Haggard is the only current council member who has never served as mayor.
