Foes of Slow-Growth Initiative Dealt Setback
Opponents of Pasadena’s growth management initiative received their second legal setback Tuesday when Los Angeles Superior Court Judge John Zebrowski rejected a motion that attacked the legal basis of the initiative.
The initiative, passed by voters March 7, limits new construction in the city annually to 250 residential units and 250,000 square feet for all commercial construction projects of more than 25,000 square feet each.
Attorney Carolyn Carlburg, representing the Pasadena-Foothill Branch of the Los Angeles Urban League, the Pasadena Chamber of Commerce and others, unsuccessfully argued Tuesday that the initiative conflicts with the California Redevelopment Law and the California Environmental Quality Act. In August, the group tried unsuccessfully to get a preliminary injunction to stop enforcement of the initiative.
