A commission concluded that Chilean goalkeeper Roberto Rojas intentionally cut his own forehead to halt a World Cup qualifying match that Chile lost to Brazil on Sept. 3.
Rojas, who has denied the charge, complained of being a scapegoat for what has been characterized as the country’s biggest sports scandal. On Oct. 25, FIFA, soccer’s world governing body, banned him from international play for life and suspended him from domestic soccer for three months.
