La Canada Seeks More Study of Zoning Law

The La Canada Flintridge City Council has delayed adopting a proposed ordinance regarding the use of second units and asked the city staff to examine the related subject of guest houses.

Under the current draft ordinance, a second unit must meet conditional-use permit standards and house no more than two people. In addition, at least one resident of either the primary or secondary unit must be more than 60 years of age.

A guest house is designed for temporary use and does not include a kitchen. A second unit includes a kitchen and can be used as a permanent residence.

The city is required to allow second units on certain R-1 residential properties under a 1982 state law designed to increase the housing base.

The council decided Monday to request inclusion of guest houses in the draft ordinance, since state law does not regulate the use of such buildings.

The city staff must determine how many second units and guest houses are in the city and which guest houses have been illegally converted, through the inclusion of a kitchen, into second units.
