Police Seeking Missing Retarded Man, 30

Police are searching for a mentally retarded Los Angeles man who was last seen Monday afternoon waiting for a bus at the corner of 6th and San Pedro streets.

According to his counselors, To Pang Kwan, 30, has the reasoning capacity of an 8-year-old. He has black hair, is 5 feet tall, weighs 115 pounds and has boyish features that make him look like a teen, said Alan Woo, a counselor at the Asian Rehabilitation Services center in downtown. He was last seen wearing beige pants, blue deck shoes and a grayish-blue jacket.

“Pang Kwan has been very sheltered. He does not know how to take care of himself,” Woo said. Kwan speaks only Chinese and was not carrying any identification. Anyone with information on the missing man is urged to call police at 485-2501.
