A 42-year-old worker suffered burns and shock Wednesday when a tool he was using came in contact with a 12,000-volt power line at a parking garage construction site, the San Diego Fire Department reported.

David Hernandez, of San Diegowas in guarded condition after undergoing surgery. He suffered third-degree burns on his neck, hands and upper body, UC San Diego Medical Center spokeswoman Barbara Brandt said. The 7 a.m. accident happened on the third level of a parking garage being built at 43rd and Meade streets. Hernandez was reportedly supporting a long, trowel-type tool, used in concrete work, on his neck and shoulders when it touched the power line.

The state occupational safety agency was called in to investigate and all work was halted until the investigation is completed, a Fire Department spokesman said.
