Television toasts New Year’s Eve and the dawn of a new decade with a minimum of noise and a maximum of merriment Sunday night.

At 11:30 p.m. Sunday, the late-night revelry abounds in a three-way free-for-all.

“Happy New Year America--1990,” a CBS broadcast airing on (2)(8), features blowouts at the Waldorf-Astoria and Times Square in New York as well as Billy Bob’s honky-tonk in Ft. Worth, Tex. Hosted by Natalie Cole, the two-hour show’s performers include Melissa Manchester, Tanya Tucker, Charlie Daniels and Gary Morris.

ABC counters with “Dick Clark’s New Year’s Rockin’ Eve ‘90” on (7)(3)(10)(42). Braving the cold of Manhattan, Clark ticks off the final seconds of 1989 at his customary post in wild ‘n’ crazy Times Square. Back in Hollywood, Kirk Cameron and Lori Laughlin co-host an in-studio bash with pop music stars Michael Damian, Expose, Martika, Stephanie Mills and the Temptations.

On KNBC-TV Channel 4, weathermen Fritz Coleman and Mark Thompson collaborate on “New Year’s Live: West Coast Countdown,” a survey of celebrations taking place in Santa Monica, Oakland, San Jose, Seattle and San Francisco.

The sole New Year’s Eve program with a classical ring will play on PBS. Carl Orff’s “Carmina Burana” is performed by soprano Kathleen Battle, tenor Frank Lopardo, the Shinyukai Choir and the Berlin Philharmonic, conducted by Seiji Ozawa. The 90-minute telecast begins Sunday at 10 p.m. (Channels 15, 24), 11 p.m. (50) and midnight on KCET Channel 28.

On cable, the rockin’ lasts into the wee hours (11 p.m.-2 a.m.) as MTV greets the New Year with performances by Richard Marx, Living Colour, Neneh Cherry, B-52’s, Young M.C. and Lenny Kravitz.

Earlier on Sunday, Ann Jillian and Clifton Davis emcee the traditional “King Orange Jamboree Parade” from Miami at 7 p.m. (4)(36)(39).

And returning tonight for its 10th year, the “Lou Rawls Parade of Stars” raises money for the United Negro College Fund on cable’s WGN (5-7 p.m., 7:30 p.m.-midnight); Channel 13 (6 p.m.-1 a.m.) and Channel 10 in San Diego (6-11 p.m., 11:30 p.m.-1:30 a.m.). It’s hosted here by Marilyn McCoo and Alex Trebek, with Nancy Wilson and Ed McMahon sharing the honors in Las Vegas.
