NEW D.A.: The Orange County Board of Supervisors is expected to name an interim successor to longtime Dist. Atty. Cecil Hicks--recently named a Superior Court judge--at its regular meeting today . . . Odds-on favorite is Hicks’ chief assistant, Michael R. Capizzi, but another deputy prosecutor objects that the appointment would be improper and give Capizzi a big edge in the June election. . . . Thomas Avdeef, who plans to challenge Capizzi and another prosecutor for the post next June, thinks Hicks’ chief deputy and second in command--who is not a candidate--should serve until the election.
