Arts Council Budget Proposed: A budget for the California Arts Council that includes a $3.2-million increase from the current fiscal year was proposed Wednesday by Gov. George Deukmejian. The increase, which amounts to 19% more money for fiscal 1990-91 than this year, must still be approved by the Legislature. However, Robert Reid, the arts council’s director, characterized Deukmejian’s plan as “a real vote of confidence in the value of the arts to the state.” Under the plan, large increases would be included in almost every program operated by the arts council. Artist-in-residence programs would increase by $300,000--to $2.3 million next year. Challenge-grant support for large arts organizations would more than double, to $1.2 million.
