P.M. BRIEFING : New D.C. Paper to Appear Oct. 1

A free five-day-a-week newspaper on government, politics and the law, designed for delivery to offices each morning, will begin publication in Washington on Oct. 1, its backers said today.

Roger G. Kranz, publisher of the projected Washington Reporter, said a 20-page prototype will be published at the end of February. He said that about 5,000 copies of the prototype will be printed and that the newspaper expects to have a circulation of about 30,000.

Kranz said that the staff of 100 will include an editorial staff of 50 and that he expects to pay salaries competitive with those of other news organizations in Washington.
