From Times Staff and Wire Reports

Operators of a hazardous waste dump alongside San Pablo Bay in Contra Costa County have agreed to pay more than $6 million to complete closure of the site, state officials said. Thousands of drums of refinery wastes, pesticides and other dangerous substances have been collected at the West Contra Costa County Sanitary Landfill in Richmond, officials said. The site was operated as a waste dump from 1952 to 1987. In a suit filed last fall, the state accused the operator, Richmond Sanitary Service, of failing to get the required approval from the state Health Services Department for its closure plan.
