Charles M. Oglesby, 36, has been appointed president and chief executive of Wyoming-California Pipeline Co. (WyCal), a partnership owned by subsidiaries of Costal Corp., Houston. Wycal plans to start construction later this year on an interstate pipeline that will transport natural gas from gas fields in Wyoming to Southern California. Oglesby will continue as executive vice president of Coastal’s interstate pipeline subsidiaries, ANR Pipeline Co. and Colorado Interstate Gas Co.
